Environmental Justice: Evidence from Superfund Cleanup Durations
نویسندگان
چکیده
This paper investigates the extent to which cleanup durations at Superfund sites reflect demographic biases incongruent with the principles of Environmental Justice. We argue that the duration of cleanup, conditional on a large number of site characteristics, should be independent of the race and income profile of the neighborhood in which the site is located. Since the demographic composition of a neighborhood changes during the cleanup process, we explore whether cleanup durations are related to neighborhood demographics recorded at the time when the cleanup is initiated. We estimate a semiparametric Bayesian proportional hazard model, which also allows for unobserved site specific heterogeneity, and find that sites located in black, urban and lower educated neighborhoods were discriminated against at the beginning of the program but that the degree of bias diminished over time. Executive Order 12898 of 1994 appears to have re-prioritized resources for the faster cleanup of sites located in less wealthy neighborhoods. We do not find that the litigation process is an impediment in the cleanup process, and support the notion that community involvement plays an important role. JEL: Q53, Q58, C41

Superfund: Evaluating the Impact of Executive Order 12898
BACKGROUND The U.S. Environmental Protection Agency (EPA) addresses uncontrolled and abandoned hazardous waste sites throughout the country. Sites that are perceived to be a significant threat to both surrounding populations and the environment can be placed on the U.S. EPA Superfund list and qualify for federal cleanup funds. The equitability of the Superfund program has been questioned; the r...

A nickel-cadmium battery factory released about 53 tons of mostly cadmium and nickel hydroxide suspended solid waste between 1953 and 1979 into Foundry Cove, which is tidally connected to the Hudson River estuary. A major Superfund dredging cleanup in 1994-1995 removed most of the cadmium from the sediment from within Foundry Cove. Here, we demonstrate that the cleanup reduced cadmium tissue co...

Environmental justice (EJ) is prominent in environmental policy, yet EJ research is plagued by debates over methodological procedures. A well-established economic approach, the hedonic price method, can offer guidance on one contentious aspect of EJ research: the choice of the spatial unit of analysis. Environmental managers charged with preventing or remedying inequities grapple with these fra...
متن کاملInformation Asymmetries, Uncertainties, and Cleanup Delays at Superfund Sites
Superfund cleanup has been extremely slow. Traditional analysis has centered around reducing negotiation and litigation to expedite the cleanup process. We investigate other factors which provide possible incentives for delay, namely, discounting, risk aversion, and compensation for off-site damage. We find that liability share plays an essential role in PRPs’ incentives to delay. Commonly adop...

Emeryville, California, is "bright" instead of "blight." This corridor of land, contaminated with hydrocarbons, heavy metals, and chlorinated solvents, is being cleaned up for transformation into retail, hotel, and office complexes, creating 10,600 new jobs. In addition to a $200,000 grant from the EPA, the town leveraged $644 million in private investments, and hungry developers have come call...
